Changes

To reduce risks and ensure consistency the changes were implemented gradually according to this flow:

  • Run E2E tests with latest CMake versions 3.31.12 and 4.3.3, and ninja 1.13.2: test summary (all 64 build tests passed, consolidate-report failed due to old references)
  • Generated third-party vcpkg manifests: CMake 3.31.12, CMake 4.3.3
  • Amended the PR updating workflows to use latest CMake and ninja via vcpkg
